By design, your standard grid tied solar electric system will also turn off when the grid power goes down.  However, adding batteries to your solar electric system will leverage your investment in your renewable energy power plant and provide temporary backup power in the event that the grid goes down.   Systems typically are designed to power critical loads and some systems can recharge from your solar electric system when the sun is out, significantly extending your backup power duration.
